Poky Reference Manual:  Clean up Makefile

I moved the XSLTOPTS variables to the top of the file so they will
be defined first.  This is an attempt to fix the seemingly random
HTML runtime errors I am getting during the 'make html' command.
It seems to be consistently working now.
