virtual/libgl: use mesa-xlib for qemuarm/qemumips/qemuppc

Still need mesa-xlib for emulation of GLX interface on qemuarm/mips/ppc, where
mesa-dri doesn't work for pure qemu emulator.

[YOCTO #2066] fixed.
