cogl: further improvements

 * Removed unnecessary gtk-doc related depends/configure options (handled in
   gtk-doc class)
 * Moved more configure options into PACKAGECONFIG
 * Fixed typo in RDEPENDS of PACKAGECONFIG[gl] setup
 * Removed no longer needed DOLT-related configure fragment
