libtirpc: remove extra "-fcommon" from CFLAGS

commit daed7eedba ("Avoid multiple-definiton with gcc -fno-common") of
libtirpc fixed the -fno-common issues. Therefore it should be save to
remove the extra "-fcommon" in CFLAGS.
