btrfs-tools: set CLEANBROKEN to 1 to avoid rebuild failure

When rebuilding btrfs-tools, we would sometimes meet the following error.

  Makefile:43: *** Makefile.inc not generated, please configure first.

Set CLEANBROKEN to "1" to solve this problem.
