tcmode-default: Fix defaults for libgcc recipes

This fixes bug: [YOCTO #1021]

Tthe libgcc version was getting picked up as latest, which may not match
with the version of gcc. And because of this the crt*.o files were
missing from the resulting libgcc-dev package.
