sstate: use SSTATE_EXCLUDEDEPS_SYSROOT for skipping *-initial recipes

Use the newly introduced SSTATE_EXCLUDEDEPS_SYSROOT for specifying
the *-initial recipes to be excluded from a recipe sysroot.
