meta-environment: Added package of meta-environment-${TARGET_ARCH} for
environment files.

[BUGID #565] Fixing bug #565, added package of
meta-environment-${TARGET_ARCH} for environment files used by
cross-canadian toolchain.

Also corrected the situation of empty config site file for target.
