diffoscope: add native libraries to LD_LIBRARY_PATH

Reversal of global setting in previous commit necessitates
a local fix, otherwise, this happens:

    func = self._FuncPtr((name_or_ordinal, self))
AttributeError: nativepython3: undefined symbol: archive_errno
