python3-iniconfig: inherit setuptools_build_meta

Upstream provides a pyproject.toml which decalres the
setuptools.build_meta backend for PEP-517 packaging.

DEPENDS on python3-setuptools-scm-native (as declared in the
pyproject.toml build-system.requires).
