imx-vpu: Set PACKAGE_ARCH to MACHINE_ARCH

The imx-vpu is a machine specific package, as it depends on the kernel
for build. We are going to change the PACKAGE_ARCH of it to be
MACHINE_SOCARCH as the interface provided by it is stable thus not
requring that the library users to be rebuild.
