sudo: upgrade to 1.8.13

The do_configure_prepend is deleted because it doesn't seem to have any
positive effect and it causes the following error.

| aclocal: error: acinclude.m4:133: file 'm4/ax_sys_weak_alias.m4' does not exist
| autoreconf: aclocal failed with exit status: 1
| ERROR: autoreconf execution failed.
