distro-tracking: add RECIPE_MANUAL_CHECK_DATE for various recipes

The upstream package tracking webapp needs this additional distro
tracking field to work properly for the following recipes I
maintain:

* icu
* blktool
* apmd
* gperf
* dosfstools
* insserv
* at
