security_flags.inc: don't do -pie for syslinux

  sysroots/x86_64-linux/usr/libexec/x86_64-poky-linux/gcc/x86_64-poky-linux/5.3.0/ld:
  syslinux.o: relocation R_X86_64_32 against `.rodata.str1.1' can not be used
  when making a shared object; recompile with -fPIC
