gnome-doc-utils: Add -nonet option to xsltproc

This adds the -nonet option to xsltproc invocations, which fixes
compile errors when building gnome-doc-xslt-de.omf.

Also add intltool-native to DEPENDS, which was discovered to be
needed when building this recipe.
