apr-utils: cleanup buildpaths for target stuffs

* cleanup buildpaths from apu-1-config:
  - remove ${STAGING_DIR_HOST} from CC, CPP ...
  - set APU_SOURCE_DIR, APU_BUILD_DIR as empty
