imx-base.inc: Fix PACKAGE_ARCH attribution for multimedia libraries

The multimedia libraries offer the APIs for the application and as
consequence every user of those libraries should be set as
MACHINE_SOCARCH.

This fixes the setting for:

 - imx-vpu
 - libimxvpuapi
