image.bbclass: add BAD_RECOMMENDATIONS/NO_RECOMMENDATIONS rootfs vardeps

Changes to BAD_RECOMMENDATIONS or NO_RECOMMENDATIONS require the rootfs
for the image to be rebuilt.
