libmpc: bring for gcc 4.5.0

Import the recipe from OE
Upgrade from 0.8.1 to 0.8.2, and it solved the build failure
Cleaned up the libmpc-native recipe for poky tree
Add nativesdk target for gcc-cross-canadian_4.5.0
