gstreamer1.0-plugins-base: upgrade 1.18.5 -> 1.20.0

- License update:
  The code actually is LGPLv2.1 but the COPYING file is wrong.

- Drop unneed patches
  0004-glimagesink-Downrank-to-marginal.patch

- Add new meson options
  qt5 is needed to build some tests
