libarchive: fix ALTERNATIVE_PRIORITY to avoid conflict

'tar' utility from tar and bsdtar has the same alternative priority.
'cpio' utility from cpio and bsdcpio has the same alternative priority.

Lower the ALTERNATIVE_PRIORITY to avoid conflict.
