gettext: Set the LICENSE field to GPLv3+

This change is needed because currently the INCOMPATIBLE_LICENSE
checking code does not map between SPDX and older style naming
(GPL-3+ vs GPLv3+).  Yocto bug number 2093 filed to track this.
