prelink_git: Update to current head of cross-prelink development

Update to the current version of cross-prelink development:

faa069deec99bf61418d0bab831c83d7c1b797ca

This adds a number of minor features, such as S390 support (irrelevant)
to ARM TLS DESC relocations.
